The Demise of the 28-Point Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for ending the war appeared – briefly – to have been stabilised. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of rocket attacks on Kyiv.

The Pattern of Negotiation and Warfare

The sequence of opposing developments captured the grim essence of the current period. By day, political struggles are conducted: hopeful statements are released from various governments. Significant resources is devoted on containing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "peace".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a ability afforded by timely intelligence. From observation points, military aircraft that had been scrambled to engage hostile aerial threats roared overhead – advanced fighter aircraft supplied to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: several firings deployed against a incoming threat. This was a modern interception technology at work, most likely supplied through allied countries. Every firing creates sudden vibrations, shaking the windows. The moment of terror quickly transforms into grim resignation: maybe the incoming missile won't cause damage this time, protecting urban areas from catastrophe and additional electricity failures.

Continuous Dangers

Soon after, a automatic firearm fired at a aerial vehicle close by, part of a mobile-fire group – almost certainly allied-provided weaponry. Regrettably, the projectiles didn't strike the enemy aircraft – it continued its flight toward its target.

Periodically, this carried on until dawn. Kyiv faced the early updates: seven people killed, destruction and heating outages in many homes as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's vital need on external assistance – a need that neighboring countries are clearly incapable to fill in the short term.

Failed Diplomacy

The 28-point plan from American leadership provoked deep reactions, debate and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new initiative from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This trend will, no doubt, continue.

Political Considerations

It is easy to blame particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the whole story. Washington functions according to a principle familiar among international relations experts: you cannot secure via talks what you have failed to defend militarily. The White House assumes that it is impossible to compel Moscow to relinquish the territory that it already controls in Ukraine's occupied territories.

The problem is that while accepting these circumstances, American administration does minimal to prevent Kremlin actions, through words or deeds, from assuming that the situation will not change more in its advantage in the coming year.

Opposing Positions

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their incentive to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's government remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing people and territory but preventing a complete military breakdown until circumstances change in its advantage.

Current Realities

Realistically, there are no real preconditions for a armistice. Now, personal considerations are entering the equation: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any proposal Kyiv finds unworkable, so that their focus does not move to domestic problems. And although their objective will now be much harder after latest incidents, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a only one week to kill the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, latest revelations, all did their job.

While new proposals based on old ideas are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
